ConfiguringNTP is very poorly structured. It does not guide the user through how to create a configuration file; instead is just a jumble of tips. I have started working on a new version as Sandbox.ConfiguringNTP.

We should also provide some good sample configuration files as attachments to that topic or a suitable child topic.
