It appears that OS-X uses the information in /private/etc/ntp.conf to populate /etc/ntp.conf. We need to have someone with an OS-X system to try making changes to see if this is true and to see if it's possible to specify configuration directives other than "server" (e.g. restrictions, crypto, etc.)
