Discussion of changes to the WebHome page for the Support web.

Pretty much copied this like DaleWorley did for the GettingStartedDev page.

I think somebody should start a ConfiguringRefclocks page soon, and start adding sections for each refclock. When it gets "big enough" we'll split them into separate pages.
